Xin He serves as project manager at HCFCD. Dr. He has over 18-year experience of civil engineering specialized in water resources. Her background includes hydrologic/hydraulic modeling analyses, floodplain mapping, pipeline flood hazard permitting, stormwater management, and watershed planning studies. She is currently managing two watersheds' programs-Cedar Bayou Bond Implementation Program and Halls Bayou Bond Implementation Program.
